Introduction

Nepal officially regulated drone operations through the Drone Sambandhi Karyabidhi 2075 (Drone Operation Procedure 2075 BS), issued by the Civil Aviation Authority of Nepal (CAAN). This is the foundational legal document every drone pilot in Nepal must understand.

What Does the Law Cover?

The Karyabidhi 2075 covers:

  • Classification of drones by weight (MTOW)
  • Registration requirements for different categories
  • Operational rules such as altitude, distance, and line of sight
  • Restricted and prohibited zones for drone operations
  • Penalties for violations

  • The Four Drone Categories

Nepal classifies drones into four categories based on Maximum Take-Off Weight (MTOW):

    | Category | Weight | Registration Required |

    |----------|--------|-----------------------|

    | Category A | < 250g | Yes |

    | Category B | 250g – 2kg | Yes |

    | Category C | 2kg – 25kg | Yes + Security Clearance |

    | Category D | > 25kg | Full CAAN Approval |

Key Rules Every Pilot Must Know

  • Maximum altitude: 400 feet (120m) Above Ground Level (AGL) in uncontrolled airspace
  • Line of Sight: You must always be able to see your drone with the naked eye
  • Airport distance: Never fly within 5km of any aerodrome without CAAN permission
  • No-fly zones: Military areas, borders, heritage sites, and government buildings are off limits
  • Night flying: Prohibited without special CAAN permission

  • Registration Process

If your drone weighs 250g or more, you must register it with CAAN before flying. The registration requires:

  • Manufacturer's invoice
  • Drone serial number
  • Owner's citizenship certificate
  • Completed CAAN registration form

  • Why This Law Matters

The Karyabidhi 2075 was enacted to protect Nepal's airspace safety, national security, and privacy. Violations can result in fines up to NPR 100,000 or even criminal charges in serious cases.

    Conclusion

Understanding Nepal's drone laws is not optional — it's a legal requirement. Whether you're a hobbyist with a DJI Mini or a professional survey operator, knowing the Karyabidhi 2075 protects you, your drone, and others around you.
